This label usually indicates items that are just big enough to not choke on, yet perfect size to get lodged under couch cushions, involves small pieces strewn about the floor in a matter of moments, and never get back to their original state of containment.

That reminds me of that line in Toy Story. "Ages 3 and up. It's on my box! 3 and up! I'm not supposed to be babysitting Princess Drool!"
